On January 4, 2024, the Republic of Sudan officially recalled its ambassador to Kenya, Kamal Gubara, in protest over Nairobi’s reception of Mohamed Hamdan Dagalo—also known as Hemeti—the leader of Sudan’s powerful paramilitary group, the Rapid Support Forces (RSF).

Sudan’s acting Foreign Minister, Ali Al-Sadiq, called the move a direct response to Kenya’s “official reception of the leader of the rebel militia,” characterizing it as a breach of diplomatic protocol and a tacit legitimization of a group involved in the ongoing civil conflict.


Kenya’s Position: Dialogue as a Peace Mechanism

In defense of its action, Kenya’s government reiterated its commitment to regional stability. President William Ruto emphasized that “engaging with all parties involved in Sudan’s conflict is critical” to achieving a long-lasting peace.

“Kenya’s approach is rooted in diplomacy. Dialogue remains our best path to ending bloodshed,” Ruto said during a Nairobi briefing.

The Kenyan Ministry of Foreign Affairs further argued that isolating actors in the conflict could hamper ongoing peace talks facilitated by the African Union (AU) and the Intergovernmental Authority on Development (IGAD).


Strained Relations: Regional Pressures Mount

This latest diplomatic row adds to a growing list of regional tensions confronting Kenya’s foreign policy:

  • In 2023, Ethiopia accused Kenya of meddling in its internal affairs amid the Tigray conflict.
  • Uganda voiced dissatisfaction over Kenya’s trade negotiation tactics within the East African Community (EAC).
  • Kenya’s long-standing maritime border dispute with Tanzania also resurfaced during bilateral fisheries talks.

These developments risk undermining Kenya’s image as a neutral peace facilitator in the Horn of Africa.


Sudan Conflict Context: RSF’s Role

Hemeti’s Rapid Support Forces have been engaged in a brutal power struggle with Sudan’s regular army since April 2023, resulting in thousands of civilian casualties and mass displacement. The RSF, originally formed from the Janjaweed militia in Darfur, has been accused of war crimes and ethnic violence, complicating diplomatic efforts.

Sudan’s government views any official engagement with the RSF as a violation of sovereignty and a diplomatic affront.


What’s Next: Diplomatic Fallout and Regional Mediation

The recall of Sudan’s envoy could further chill bilateral ties, with implications for:

  • Regional trade agreements under the EAC and IGAD
  • Peacekeeping coordination in the Horn of Africa
