In June 2023, Mary Wachuka Maina, a dual Kenyan-Canadian national and CEO of Canada-based Jipe Inc., believed she had landed a career-defining project. She had been approached by aides close to President William Ruto to develop a software platform that would shape public opinion ahead of Kenya’s 2027 election.

But instead of success, she found herself facing unpaid invoices, threats, and lawsuits. Her court filings implicate top government officials, including Felix Koskei, Dr. Chris Kiptoo, Eric Ng’eno, and Jayesh Saini.


Inside the Numera 2023 Project

The platform, named Numera 2023, was no ordinary software. It was a psychographic tool meant to track online trends, monitor dissent, and shape digital narratives in favor of the ruling regime.

According to court records, Eric Ng’eno — the president’s speechwriter — introduced Maina to the project. Payment was to come from confidential government-linked accounts.

Maina then hired Tesxo, a U.S.-based firm run by Sheldon Trent and Richardson Richardson. The deal was worth $460,000 (KSh60 million), with penalties of $12,000 per week if payments were delayed.


What Went Wrong?

Maina says the Kenyan government failed to pay. Tesxo sued her in a U.S. court and won KSh123 million in damages. Facing financial ruin, she filed a claim in Nairobi demanding KSh292 million from the government.

She also claims that she and her mother received death threats in Kenya and Canada, allegedly to silence her.

Tesxo is a low-profile U.S. tech firm with no public contracts beyond this project. Insiders describe it as a boutique developer trusted for discreet backend work.

“This is the kind of deal that’s never meant to see daylight,” said a cybersecurity analyst.


A Political Scandal Erupts

The High Court case has caused turmoil in Ruto’s administration. Initially seen as a key political tool, Numera 2023 has become a liability. Sources say the scandal reveals deep divisions inside State House.

Koskei and Ng’eno deny wrongdoing. Maina’s legal team argues this case is an example of “state capture of technology for political gain.”
