KIGALI, Rwanda – February 2025Rwanda has cemented its reputation as East Africa’s most transparent nation, ranking 49th globally and 3rd in Africa on the 2024 Corruption Perceptions Index (CPI) by Transparency International. This places Rwanda well ahead of its neighbors—Kenya, Uganda, and Tanzania—despite a minor global ranking dip from 43rd in 2023.


East Africa’s Transparency Leader

In a region often clouded by public sector mismanagement, Rwanda’s CPI score of 57% highlights an enduring commitment to clean governance. It now ties with Botswana and trails only Seychelles (72%) and Cabo Verde (62%) on the continent.

“The score reaffirms Rwanda’s commitment to zero tolerance for corruption,” noted Clémence Uwajeneza, a Kigali-based governance researcher.


How Rwanda Achieves Results

Rwanda’s continued CPI strength stems from institutional and digital reforms, including:

  • Strong legal frameworks that mandate financial disclosures and asset declarations.
  • 👁️ Oversight agencies such as the Office of the Ombudsman and Rwanda Governance Board.
  • 📲 E-Government platforms that limit face-to-face bribery opportunities.

Together, these efforts have helped attract FDI into Rwanda’s growing business ecosystem.


Rwanda in the Regional and Global Context

Rwanda’s modest drop from 43rd to 49th globally reflects broader changes in international measurement standards and heightened scrutiny over financial transparency, rather than a regression in domestic governance.

In East Africa, Rwanda outperforms:

  • Tanzania – CPI score: 40%
  • Kenya – CPI score: 31%
  • Uganda – CPI score: 26%

These disparities highlight Rwanda’s role as a governance trailblazer amid ongoing efforts to strengthen the East African Community (EAC) and implement the African Continental Free Trade Area (AfCFTA).

Looking ahead, Rwanda is expected to:
